Puberty makes changes occur in the breast as it develops connective breast tissue which is what gives women more volume and makes their breasts larger in size.

Breasts being the largest and most distinguishing characteristic between males and females, our society have made them the outward sign of femininity. Yet, the only difference between these women is that they simply don't have as much connective tissue in their breasts.
